Heavy moss growth on a thatched roof around the chimney stack. The thatch is so poor that water may penetrate.

Is this the correct practice to re-cover a slate roof with concrete tiles? Not unless further strengthening to roof timbers internally has been carried out and Building Regulation Approval has been obtained
Roof slates have been jointed onto a main house wall with a line of mastic instead of proper detailing using leadwork.
Repairs around a chimney stack going through the roof have been made with a foam filler instead of dealing with poor leadwork externally. Water can still penetrate this joint.
